The membership of the Alexandria Federation of Civic Associations, Inc. (AFCA) shall consist of those residential, civic, citizen, community, condominium and tenant Associations and additional applicant Associations conforming to Section (2) of Article III of the Bylaws, as may be admitted by vote at a meeting of the Federation after review by the Board of Directors to determine eligibility.

To be eligible for admission as a voting-member, an Association must be organized and operated for non-political civic purposes. In addition, unless the Board of Directors shall recommend otherwise, the Association must have members representing at least 25 households living in the City of Alexandria (hereinafter referred to as “Member,” “Member Association,” or “Voting-Member Association,” or “Association”). An Association having members representing less than 25 households may join as a non-voting member of the Federation.  Associations shall complete an application and submit dues annually.

Voting-Member Associations of the AFCA shall be entitled to one (1) primary voting delegate and two (2) alternate voting delegates to the Federation.  The President of the Association shall be the primary voting delegate.  Each Voting-Member Association in good standing shall have one vote, which shall be cast by its primary delegate, or when absent, an alternate delegate.
